Shoes or socks ?

Picture taken on the Great Wall at Badaling (八达岭) site during one of the many events organized by the French committee for "The year of France in China" (L'année de la France en Chine). So what are these ??? Shoes or socks ? Shall we call this new fashion creation the "shocks" ?
